SUMMARY:CS Colloquium
DESCRIPTION:Abstract: Human motivation has driven the urge to uncover the truth hidden in the realms of nature and to create multiplex technological applications\, some of which have grown non-linearly and in few instances discontinuously\, with step jumps for the benefit of society. The global trend has been the seamless acquisition and merger of knowledge rooted in diverse disciplines fructifying into convergence technologies such as biotechnology\, nanotechnology\, ICT\, artificial intelligence\, smart materials\, etc. \nThe dynamics of knowledge creation\, sharing and enrichment\, has paved the way to “knowledge-ownership”\, which in turn has led to the establishment of governance frameworks such as “Intellectual Property Rights” (IPR) for accessing\, creating\, owning\, applying\, and trading knowledge in the process of generating “knowledge assets”\, expectantly with “fair benefit sharing” among the participating stakeholders. It must be appreciated that establishment of legal platforms\, especially with regard to IPR\, has generally lagged behind the rapid developments in Science and Technology\, thereby causing a deceleration in the adoption of emerging technologies in society. Effective management of IPR in the challenging paradigm of rapidly contracting innovation half-lives and fast-paced technology obsolescence now requires innovative information metering and knowledge engineering. \nThe ever inquisitive human mind has graduated from creations related to inanimate tangible objects such as the wheel\, a lever\, to inanimate intangible subject matter such as software\, to tangible animate living microbes and mammals\, and now to the digital space with IOT\, AI\, AI-animate hybrids\, AR/VR/Metaverse. The field of IPR has been in a state of turmoil to accommodate these rapid changes. \nThe presentation will examine nuances in innovation processes\, discuss parameters related to the “Global Innovation Index”\, cite frameworks in which development of knowledge\, technology transfer and commercialisation have been facilitated by IPR\, raise questions on the pros and cons of the IPR system\, and debate its implications in the overall context of Knowledge Ownership Paradigms in the present Era of Fast-paced Technologies. \n  \nAbout the Speaker: Prof. Prabuddha Ganugli obtained his B.Sc. in Chemistry from Bombay University\, M.Sc in Chemistry from IIT Kanpur and PhD in Chemistry from the Bombay University based on his research at the Tata Institute of Fundamental Research (TIFR). This was followed by postdoctoral research in Germany at the Johannes Gutenberg Universitat\, Mainz as an Alexander von Humboldt Foundation Fellow and as Research Associate at Windsor University\, Canada. He was Visiting Scientist at the Bhabha Atomic Research Centre (BARC) in Mumbai in 1980\, before moving to Industry in 1981. His professional career spans from academics followed by international industrial experience for 2 decades (1981-2001) in diverse managerial roles such as R&D management\, Factory Management\, Corporate Information Security\, Corporate Planning including Strategic Management of IPR and knowledge in Businesses. Since 2001\, he has been managing his consulting firm as CEO of VISION-IPR offering services in Management of IPR and Knowledge Management. He was Honorary Scientific Consultant for Innovation and IPR matters to the Office of the Principal Scientific Adviser\, Government of India from 2005 to 2017. He has been Consultant to the World Intellectual Property Organization (WIPO) since 2001. As a WIPO Consultant\, he advises governments in Developing and Least Developing countries on framing and implementing their Innovation & IPR Policies\, including IPR Capacity Building. \nHe is Honorary Professor in Bhabha National Institute (HBNI). He is also Distinguished Honorary Professor at the Gati Shakti Vishwavidyalaya\, Vadodara and a Member of the Board of Governors and Emeritus Professor in the Vishwakarma University\, Pune. He held the MHRD IPR Chair Professorship at Tezpur University\, Assam\, Visiting Professor in the Rajiv Gandhi School for Intellectual Property Law\, Co-Principal Investigator (Co-PI) in the National Digital Library of India Project (IIT Kharagpur)\, Adjunct Faculty in IIT Jodhpur and Advisor to the Jodhpur City Knowledge and Innovation Foundation (JCKIF). \nHe is Member of the Board of the Intellectual Law Practitioners Association (IPLPA) and the International Editorial Board of “World Patent Information. He chairs the RuTAG 2.0 committee constituted by the Office of the Principal Scientific Adviser\, GOI. He is a member of the Advisory Committee of the DST\, GOI. He chairs the Expert Committee on Traditional and Indigenous Knowledge of the Department of S&T and Biotechnology\, Government of West Bengal. \nHe has over 50 publications in technical fields\, over 80 publications in IPR. He has authored 6 books in IPR. \nIn February 2011 he was awarded "The Chemtech Pharma-Bio World Award for outstanding contribution in the field of “Intellectual Property". In 2014\, the legal fraternity in India under the banner of “LEGAL ERA” honoured him with “The Lifetime Achievement Award”. In October 2014\, The Tata Institute of Fundamental Research (TIFR) Alumni Association conferred on him the “Excellence Award” for his contributions in Technology Management and IPR. The Global Intellectual Property Convention (GIPC) 2020 honoured him with the GIPC Award 2020 for Innovation and IPR. SUMMARY:IR Colloquium | Asian Conceptions of International Order
DESCRIPTION:The Department of International Relations is delighted to invite you to the IR department talk by Prof Kanti Bajpai on 17th Oct at 1.45.  The session will be interactive and students will be encouraged to ask questions! \nABSTRACT: The reigning international order\, often described as the Liberal International Order (LIO)\, is widely described as in decline or broken. Asian countries\, including India\, have subscribed to this idea\, privately and/or publicly\, and seek the LIO’s reform or replacement. What exactly are Asians unhappy about\, and what do they want instead? Are Asians just grumbling resentfully at the dominance of the Western countries\, or do they have a coherent set of ideas about a preferred or modified order? I argue it is not enough to periodically grumble about the current order. Asians and others will have to articulate reforms and alternatives that could build a better set of norms\, institutions\, and practices for a diverse and increasingly dangerous world. This talk will share thoughts on some early work on mapping Asian ideas. \nSpeaker: Kanti Bajpai is Wilmar Professor of Asian Studies and Vice Dean Research and Development\, Lee Kuan Yew School of Public Policy\, National University of Singapore. Before this\, he taught at Oxford University\, Jawaharlal Nehru University\, and Maharajah Sayajirao University of Baroda and held visiting appointments at the University of Illinois (Urbana- Champaign)\, the Brookings Institution\, and the Australian Defence Force Academy. His research interests are Asian international and strategic thought\, strategic culture studies\, India’s foreign policy and national security\, and South Asia. His most recent books are the edited volume\, How Realist is India’s National Security Policy (2023)\, the single-authored book\, India Versus China: Why They Are Not Friends (2021)\, and the Routledge Handbook of China-India Relations (2020; edited with Selina Ho and Manjari Chatterjee Miller). With Evan Laksmana (IISS-Singapore)\, he co-edited a special section of ten articles in the journal International Affairs (July 2023)) on Asian conceptions of international order. The Department of Political Science is delighted to invite you to a colloquium on Oct 17th\, 2024. \nShalaka's research explores how political order is constructed in conflict zones. She has been conducting fieldwork in northeast India along the Indo-Myanmar border since 2013\, engaging with non-state armed groups\, state security forces\, civil society and businesses to understand how wartime orders connect to questions of peacebuilding. Shalaka has been a research associate at the London School of Economics and Political Science (LSE) and is currently the lead researcher on a project exploring informal taxation in borderlands at the International Center for Tax and Development (ICTD). Her work has been published in peer-reviewed journals and books\, such as Asian Security and the Routledge Handbook of Smuggling.
