SUMMARY:CS Colloquium
DESCRIPTION:Abstract: In this talk\, I will introduce the design of blockchains from first principles. I will present a simple mathematical model of blockchains that captures its salient properties and allows us to reason about its security properties. I will present an overview of the proof technique\, highlighting how an analysis of random processes is central to this problem. In the second half of the talk\, I shall talk about payment channel networks\, an overlay mechanism that allows for faster transactions than directly using a blockchain. I will introduce a mathematical model of this network which will highlight several interesting properties\, including the constraints the network imposes on payments. I will then talk about the design of a decentralised network protocol to route and block payments in such a network. I shall end this talk with some important directions of research in the blockchain space. \n\nAbout the Speaker: Suryanarayana Sankagiri is a postdoc in EPFL\, Switzerland. His research interests are in mathematical modelling and analysis of large-scale systems\, using tools of probability\, networks\, and optimisation. He obtained his Ph.D. in 2022 from the University of Illinois\, Urbana-Champaign\, where his work focused on the security and performance analysis of blockchains. He received his B.Tech. in Electrical Engineering from IIT Bombay in 2016.

DESCRIPTION:Zoom Link:  https://zoom.us/j/93686464033?pwd=hqi8B6EBeom91skbvX4cj6c7jRfNaW.1 \nAbstract: Although the brain is often considered an archetypical example of a parallel distributed system\, it often exhibits fundamental limitations when engaged in dual tasks that involve the simultaneous processing of two independent sensorimotor transformations. In addition to dual-task interference\, capacity limitations have also been observed in other cognitive faculties such as attention and working memory\, raising the possibility that common principles are at play in a variety of behaviors.  In this talk\, I will describe a model of capacity sharing that describes the pattern of behaviour during fast sequential eye movements.  Some key predictions of this model will be highlighted\, using a multifaceted approach\, involving behavioral analysis\, neural recordings\, and simulations.  Taken together we show that while the brain can\, in principle\, program multiple action plans simultaneously\, there are neural costs involved—the greater the overlap between the plans\, the slower the growth of neural activities encoding the two plans\, leading to delayed response times. If time permits\, we will also show the correlates of these central capacity-limited processes in neck muscles involved in gaze control. SUMMARY:IR Colloquium | Strategic Importance of India\'s Northeast and its importance in the dynamics of BIMS
DESCRIPTION:Abstract: North East Region (NER) is often looked upon as a forgotten part of India. Thanks to the seamless flow of information in the current environment\, there is much more awareness amongst the citizens about the potential and challenges of India's NER besides her strategic importance. Accounting for  almost 8 percent of India's land mass and 4 percent of her population\, it epitomises scenic beauty\, abundance of natural resources and   a vibrant human resource\, yet it lags behind the rest of the country in most spheres .NER  accounts for almost one third of India's borders with neighbours but is connected with the rest of the country through a narrow 23 Kms strip called 'Chicken's neck' or the Siliguri Corridor. Indian Prime Minister has often called it as a launch pad for India's 'Look/Act East Policy'. Prolonged insurgency in most states has challenged the rule of established law of the country.Absence of law and order leads to lack of governance and spiralling corruption.Outcome is obvious. \n  \nSpeaker: Lt Gen Balbir Singh Sandhu superannuated as Director General of Supplies and Transport (DGST) in 2017. He also held the appointment of Director General of Information Technology of Indian Army. During his service\, he served extensively in counter insurgency areas. He served in Assam Rifles and Rashtriya Rifles besides commanding his battalion in the Northeast. He has been a directing staff at Defence Services Staff College(DSSC) and has been Brig Adm of a pivot corps in the Western Theatre. He has done his M Phil in Defence and Strategic Studies from Madras University Chennai and PhD on Peace\, Security and Economic Development of India’s Northeast with reference to BIMSTEC from Punjabi University Patiala. He is a distinguished fellow at the United Service Institution of India (USI). He writes extensively on strategic issues and is a motivational speaker.He is an outstanding polo player. As a sports sports administrator he was the Vice President of Indian Polo Association(IPA) and Equestrian Federation of India (EFI).
