Title: Empowerment first! Evidence from Mahila Samakhya in India

We explore the long-term impacts of the Mahila Samakhya (MS) program on women’s educational outcomes in India. MS aimed at addressing educational gender disparities by empowering women. We exploit the phased roll-out of MS to understand its impact on women’s years of education using nationally representative data from 2007-08. We account for potential endogeneity through a difference-in-difference-in-
differences strategy that compares educational trajectories of girls with boys in different birth-cohorts for MS exposed and unexposed districts. Our results show an increase in education levels for exposed younger cohorts. Our evidence suggests that gains in empowerment are important to address deficits in women’s education.
