Dr. Dharmendra Gangwar is a retired Indian Administrative Service (IAS) officer, who served as Secretary to Government of India in the Department of Border Management, Ministry of Home Affairs, from December 2021 to June 2023. Prior to that, he was Additional Secretary and Financial Adviser at the Ministry of Health and Family Welfare, Government of India. There, he contributed to the design and execution of various health programs and initiatives, and oversaw the financial management and budgeting of the ministry.
He also held the position of Additional Secretary at the Ministry of Food Processing Industries, Government of India, where he supported the development and promotion of the food processing sector in India. As a former CEO of public sector enterprises, he has extensive experience in managing and leading large and complex organizations, with a focus on enhancing efficiency, accountability, governance, and innovation.
He has a Bachelor of Medicine and Bachelor of Surgery degree from King George’s Medical College, Lucknow, (UP). His leadership and management skills include high- impact leadership skills, strategic thinking and decision making, public policy formulation and execution , public health management, public finance management, education reforms, corporate governance, risk and regulation.
